This phrase is constructed to emphasize the importance of information in biological science.

Biological being is informational. I.e., the core of biology is information processing.

We have been advertising that bioscience should pay more resource to the education of bioinformaists for two reasons:
(1) The essence of life is information processing 
(2) It is more efficient to analyze life using various information technology using computers.
